Quotes and orders
A quote is the price you offer; an order is the fulfilment record made from it. Here is how the two relate and where each lives.

Quotes live on the project's Quotes tab, in the quote flow. A quote holds material and labor lines and can be started from a template; templates are managed under Production, Quote Templates.
Orders are created from a quote once it is settled, and they carry the fulfilment status. An order can be sent to a connected supplier and later re-ordered from the same lines. Company-wide, every order is listed under Production, Order Manager.

When the Orders section disappears
The Orders section of the quote flow is shown for projects on the lead, custom, won, completed, invoiced and closed stages. It disappears on the terminal stages (dead and cancelled), because there is nothing left to fulfil.
